Doctor Wallace Breen, Administrator of Earth and Ambassador to the Union

Doctor Wallace Breen was a renowned theoretical physicist and widely known throughout the scientific community for his papers on Dark Energy. Wallace Breen was the overseeing scientist and Administrator of the entire Black Mesa Research Facility, which housed the now infamous Anomalous Materials Laboratory.
Once the Union invaded, Breen is said to have made his way to the nearest radio tower, where he negotiated Earth's surrender to the Universal Union. For his efforts, the Union elected him Earth's Ambassador to the Union, and appointed him as the Administrator of Earth.

As Earth's new Administrator, Wallace Breen formed the Overwatch, and under it, Civil Protection. From his Citadel in City 17, Breen could watch all his work unfolding before him as he converted Earth's cities to Union needs. Breen is also famous for his frequent Propaganda broadcasts, jokingly nicknamed Breencasts, that are constantly played throughout the City.
